No, generally insulated garage doors are quieter than the generic up & over doors as the insulation helps to absorb sound and reduce vibrations, as well as not having any operating gear.
Much the same as non-insulated side hinge doors, it is not reccomended to fit them in high wind areas, or if the driveway rises.
